PURPOSE: It is the purpose of the WFOA Scholarship Committee, in conjunction with the WFOA Board of Directors, to provide financial assistance to WFOA members who may otherwise not have the financial resources and to promote the profession of the finance officer in the state of Washington.
SCHOLARSHIP GUIDELINES
1. All applicants must be members in good standing of the Washington Finance Officers Association. Annual membership application must accompany scholarship application if not already a WFOA member.
2. All requests for scholarships must be for the purpose of further developing the applicant's abilities to perform the functions of the Finance Officer for their entity. Applicants will indicate their main job functions on the scholarship application and how this scholarship request furthers their finance functions.
3. All applicants must submit the following to the Scholarship/Member Communication Committee chair along with their scholarship applications: A statement or letter from their Manager or Council expressing support of the application and indicating their willingness for the applicant to attend the requested training and how they believe this training would benefit their entity. A statement of the entity's ability to cover a portion of the costs of the training. Applicants may be requested to forward a copy of the registration materials to the scholarship committee. 4. The Scholarship Committee chair may award or deny requests that are in the amount of $750 or less.
5. The Scholarship Committee may award or deny requests that are in the amount of $750 to $1,000. Those requests exceeding $1,000 must be reviewed by the Executive Committee of the WFOA Board of Directors.
6. Scholarships are primarily awarded for tuition for course classes or registration only for seminars and / or the annual WFOA or other governmental related conferences, not for room, board or travel costs. However, additional funds may be awarded depending on need, circumstances, and scholarship funds being available in the current funding year as determined by the Scholarship Committee.
7. Scholarship applications must be received by the Scholarship Committee at least four weeks prior to the registration deadline.
8. The total scholarship amount per person shall not exceed $1,000 per year without Executive Board approval.
9. A single entity shall receive no more than two scholarships for any given year for a total amount not to exceed $1,000, without the approval of the Executive Board.
10. The scholarship shall be paid to the awardees on a reimbursement basis.
COMMITTEE GUIDELINES
1. The Scholarship Committee will be composed of a chairperson, who shall be the Legislative/Scholarship Committee board member, the president-elect and the past president.
2. The Scholarship Committee may "meet," by phone, fax, e-mail, or other means, to discuss scholarship applications.
3. The committee must have the agreement of at least two of its members before a scholarship of $750 – $1,000 may be awarded to an applicant.
4. The Scholarship Committee Chair will provide the WFOA Board of Directors a quarterly report of the scholarship activity. This report will be available for the WFOA board at its next scheduled regular meeting.
5. The Scholarship Committee will prepare and submit an annual report of scholarship activities during the prior twelve months to the board in conjunction with the WFOA annual conference.
6. The Scholarship Committee will not award total scholarships in an amount to exceed the annually appropriated budget and / or supplemental budget as approved by the WFOA Board of Directors.
7. The Scholarship Committee will request from the WFOA Board an amount of funds for the following year's budget during the budgetary process.
8. These guidelines and amounts include the Cascade Center for Public Service – University of Washington, with the stipulation that the total amount for all scholarships shall not exceed $3,000 per year.
